This composite sheet (101) is provided with: a resin layer (2) that is a resin film which is mainly composed of a liquid crystal polymer and has a first surface (2a) and a second surface (2b) facing opposite directions; a conductor foil (17) that is a conductor film arranged on the first surface (2a); and a powder-containing layer (4) that is mainly composed of a powder of a liquid crystal polymer and is formed on the whole surface of the second surface.
