Abstract:
[Problem] To provide a method, a system, and a device for configuring a suitable information system for enhancing security by preventing the extraction of a certificate, the import of a certificate to a terminal that is not covered, or the like, even in cases such as not having an initial key where security cannot be achieved by strict terminal authentication. [Solution] This confidential information setting device is provided with: a communication unit that acquires an encryption key and condition information being conditions for setting a private key in a terminal from a storage unit in a server, and acquires, from a storage unit of a user device, a terminal ID being an identifier that uniquely identifies the terminal, and a private key which corresponds to the terminal ID and is encrypted; an encryption processing unit for decrypting the encrypted private key with an encryption key; and a control unit for determining whether the decrypted private key can be set in the terminal on the basis of the condition information, and setting the private key in the terminal in cases where the determination results indicate that the private key can be set.
