Provided are a configuration method and device for a random-access channel. The method comprises: a terminal transmits, by means of a random-access channel, a random-access signal to a base station, wherein a resource of the random-access channel comprises at least one time-frequency resource set (Setm,k), the Setm,k comprising at least one subcarrier or subchannel in the frequency domain and at least one time period in the time domain, m is an index of the time domain with respect to the Setm,k, and k is an index of the frequency domain with respect to the Setm,k. The invention solves a problem of poor user access quality of an MTC UE unit resulting from cost reductions, thereby effectively increasing user access quality.
