Disclosed in the present invention are a connection management method for small data transmission, an SCEF entity, an MME, and a UE. The method comprises: after an SCEF entity receives an initially-sent-data transmission request sent by an MME or receives a data transmission configuration request sent by a third-party service device, the SCEF entity sends non-IP data connection state information to the MME, so that the MME locally sets the state of an SCEF connection according to the non-IP data connection state information.
