This consortium operation device: maintains a common database that terminals used by business offices can access and a rule which calculates a preferential measure to be granted to the business offices, the common database maintaining information registered by the terminal; acquires information from the common database in response to requests from the terminals; presents the information to the business offices having the terminals by transmitting the information to the terminals; aggregates, for each of the terminals, registration performance of information to the common database and presentation performance of information registered in the common database; and grants the preferential measure to each of the business offices on the basis of the aggregated registration performance, the presentation performance, and the corresponding rule.
