The prior art cannot properly support motivation to achieve goals and to continue energy-saving behavior because progress towards monthly energy reduction goals as well as the process for achieving them cannot be evaluated. This problem can be resolved by a continuous energy conservation behavior support system that acquires the amount of power collected by a power sensor, calculates the target reduction amount from the target reduction rate for the month as well as from the amount of power consumed and the target reduction rate for the same month in the past, calculates the reduction rate for each period as the period reduction rate, uses a knowledge database which stores the determination conditions for outputting each message text to determine whether determination conditions in the knowledge database apply on the basis of a sequence of continuous achievements over a plurality of consecutive time periods and the period reduction rate for each period, and generates and outputs a message text based on a message determined to apply.
