Abstract:
Provided is a control device that controls a flying object having a solar battery panel and an antenna for forming a communication area on the ground by using power generated by the solar battery panel and for providing a wireless communication service to a user terminal within the communication area. The control device is provided with a control unit that controls first and second flying objects so as to cause, between the first and second flying objects, the first flying object to cover a first target area while inhibiting the second flying object from covering the first target area during a first time period, and to cause the second flying object to cover the first target area while inhibiting the first flying object from covering the first target area during a second time period subsequent to the first time period.
