Abstract:
Provided is a control device for controlling a plurality of flying objects each having: a solar battery panel; a battery for storing power generated by the solar battery panel; and an antenna for forming a communication area on the ground by using the power stored in the battery so as to provide a wireless communication service to user terminals in the communication area. This control device is provided with: a flying object selection unit that selects an in-use flying object to be replaced from among a plurality of in-use flying objects which are flying objects being in flight while covering a target area by the communication area, and a replacement control unit that replaces the in-use flying object to be replaced, with a standby flying object which is a flying object being in flight without forming a communication area.
