A setting unit 23 sets the operation mode of an aircraft 10 either to a first operation mode, in which data generated in the host aircraft and data received from other aircraft is transmitted to a processing device that processes the data, or to a second operation mode, in which data generated in the host aircraft is transmitted to another aircraft. At that time, of multiple setting methods for setting the operation mode of aircraft 10, the setting unit 23 uses a setting method corresponding to the attributes of the airspace where the multiple aircraft are flying and sets the operation mode of each aircraft 10. The airspace attributes include an attribute that is determined depending on importance of processing for sending data from the aircraft to the server device 20, and an attribute that is determined depending on the degree to which processing is distributed in the multiple aircraft 10.
