In the present invention, a control device is provided with the following: a generation unit that generates specific information for specifying the correspondence relationship between the control signal for power supply and demand adjustment and the adjustment power for each of a plurality of power supply and demand adjustment devices on the basis of a power supply and demand adjustment device state that has been received from respective power supply and demand adjustment devices; and a transmission unit that transmits the specific information to the corresponding power supply and demand adjustment device.
