A control valve apparatus according to the present invention comprises: a driving shaft; a valve housing which includes a first valve chamber filled with a first fluid and a second valve chamber filled with a second fluid; a first port part which is provided at a first side of the valve housing and through which a first fluid is introduced; a second port part which is provided at a second side of the valve housing and through which a second fluid is introduced; a third port part which is provided at a third side of the valve housing and through which the first fluid, the second fluid, or a mixed fluid of the first fluid and the second fluid is discharged; a valve which allows the first fluid to flow from the first valve chamber to the third port part according to a movement of the driving shaft in one direction, and the second fluid to flow from the second valve chamber to the third port part according to a movement of the driving shaft in the other direction; and a damping part which is connected to the driving shaft to offset at least a part of a difference between pressure of the first fluid of the first valve chamber and pressure of the second fluid of the second valve chamber.
