A converter (120) which is used for connecting between a direct current system (110) and an alternating current system (130) to carry out mutual direct current and alternating current conversion, the converter (120) comprising a switch network (310), a filter (320), and a control unit (330); the switch network (310) comprises a first switch circuit (311) and a second switch circuit (312), the first switch circuit (311) comprising M energy-storing elements and M bridge arm circuits, wherein one bridge arm circuit from among the M bridge arm circuits comprises a fully-controlled device, and the remaining M-1 bridge arm circuits comprise two fully-controlled devices which are in reverse series connection; the second switch circuit (312) comprises N energy-storing elements and N bridge arm circuits, wherein one bridge arm circuit from among the N bridge arm circuits comprises a fully-controlled device, and the remaining N-1 bridge arm circuits comprise two fully-controlled devices which are in reverse series connection. When four levels or a multi-level having four or more levels are provided, circuit loss of the switch network may be reduced while the efficiency of the converter is improved.
