Provided is a convoy travel operating system with which it is possible for a convoy to be appropriately formed on the basis of information relating to drivers or information relating to vehicles, for example. A convoy travel operating system according to an embodiment of the present invention coordinates a plurality of vehicles to form a convoy. The convoy travel operating system is provided with an application acceptance processing unit, and a convoy formation processing unit. The application acceptance processing unit accepts an application for admission of a vehicle to a convoy. On the basis of at least either information relating to a driver driving the vehicle or information relating to the vehicle, the convoy formation processing unit selects a convoy to which the vehicle is to be admitted, or determines whether or not the vehicle can be admitted to a convoy.
