The present specification provides an oil-in-water cosmetic composition for filtering blue light and blocking an ultraviolet ray, in which a hydrophobic visible ray-blocking agent is evenly dispersed in an aqueous phase, and a method for maintaining the stability of the composition. Accordingly, the desire of many consumers highly interested in this field can be met, and the development of relevant industries can be promoted.
