Disclosed are a counterweight rotary support and a pan-tilt device consisting of same, and a counterweight method. The counterweight rotary support comprises a support and a movable arm (2) rotatably coupled to the support. A middle section of the movable arm (2) is rotatably coupled to the support, one end of the movable arm (2) is provided with a clamping portion (3) for installing an image collecting apparatus (311), and the other end of the movable arm (2) is provided with a counterweight mechanism (21). By adjusting the counterweight mechanism (21), the movable arm (2) and the support can reach a balance of centre of gravity, and at the same time, a battery, a circuit board and electronic elements of the pan-tilt device can serve as a part of or the whole of the counterweight mechanism (21), achieving an object with multiple functions. In addition, an image collecting apparatus (311) is arranged at one end of the movable arm (2) via the clamping portion (3), and can rotate 360 degrees, thereby increasing the photographic range and at the same time, avoiding the blocking of a photographic line of sight.
