A cutting apparatus and a production line. The cutting apparatus is used for cutting materials, and comprises: a rack (100); a feeding assembly (200) connected to the rack (100), the feeding assembly (200) comprising a feeding driving member and a material pushing member (240), the feeding driving member being connected to the material pushing member (240), and the feeding driving member being used for driving the material pushing member to reciprocate between a cutting position and a retraction position for material pushing; a cutting assembly (300) connected to the rack, the cutting assembly (300) comprising a first cutter (310), a second cutter (320), and a cutting driving member (330), when the material pushing member moves to the cutting position, the cutting driving member (330) driving the first cutter (310) and the second cutter (320) to move relatively for cutting; and a discharging assembly (400) connected to the rack (100), located below the cutting assembly (300) and used for transporting the cut materials. The cutting apparatus can enable the consistency of the cutting lengths of the cut materials to be better so as to improve the cutting quality, and can improve the cutting efficiency.
