The present invention is a device for cutting a continuous web having multiple fibers including rattan aligned in a prescribed direction, during an interval in which the continuous web is conveyed along a prescribed track in the prescribed direction, while interposing intervals in the prescribed direction when cutting. The cutting device has: a disc-shaped rotating-blade member for cutting the continuous web by rotating around a rotation axis aligned with the prescribed direction while moving in a direction perpendicular to the prescribed direction; a restricting part for restricting the relative movement in the prescribed direction of the continuous web in relation to the rotating-blade member, throughout the interval during which the rotating-blade member is cutting the web member; and an out-and-back-movement mechanism for moving both the rotating-blade mechanism and the restricting part along an out-route and a back-route which are parallel to the prescribed track. The out-route has an equal-speed region set therein in which both the rotating-blade mechanism and the restricting part move at the same speed as the speed of conveyance of the continuous web. While moving in the equal-speed region, the rotating-blade member cuts the continuous web.
