A cylindrical member 100 for an exhaust treatment device is provided with a cylindrical metallic member 10 and an insulation layer 20 that is provided on the inner circumferential surface of the cylindrical metallic member 10. The surface of the insulation layer 20 has a ruggedness section 21 and has a static friction coefficient of 0.30 or greater.
