Provided are a highly versatile cylindrical member production device and method, for molding drums with a variety of different specifications, and with which it is possible to securely fix one edge of a band-shaped rubber member that serves as the winding start point, at a predetermined position on the outer peripheral surface of a molding drum. The rear end (9b) of an arm (9) is pivotably supported by the base part (6) fixed to a rotary spindle (7) positioned coaxially with the drum shaft (3) and separated from the drum shaft (3) in the drum width direction, and the arm (9) is rotated in such a manner that tip the (9a) thereof approaches and moves away from the outer peripheral surface (2a) of the molding drum (2). With one edge (Rf) of the band-shaped rubber member (R) positioned on the outer peripheral surface (2a) and held in place by being pressed by the arm (9), the tip (9a) of which has been brought into close contact with the outer peripheral surface (2a), the base (6), arm (9) and rotary spindle (7) are integrally rotated about the rotary spindle (7), together with the molding drum (2) that rotates, thereby winding the band-shaped rubber member (R) around the outer peripheral surface (2a) to form a cylindrical shape.
