A plurality of communication devices are connected to an IP network via communication lines to which unique identification numbers are assigned. In each communication device, the identification numbers of other communication devices with which communications are allowed are registered. The communication lines are uniquely connected, on the basis of the identification numbers, by three-way handshake, and data communication is performed. From one communication line, another communication line is activated. When a connection is established between the communication lines, the connection is once disconnected. Thereafter, on the activated-side communication line, the presence or absence of reception of a response signal from the activating-side communication line in reply to a call back signal transmitted to the activating-side communication line at a predetermined timing is determined. Meanwhile, on the activating-side communication line, the presence or absence of transmission of the call back signal from the activated-side communication line at a predetermined timing is determined. Only when the validity of both activating-side and activated-side communication lines have been confirmed, data communication is performed.
