A data management device 1 comprises: a reception unit 11 that receives a request to access first data by a user; a determination unit 12 that determines whether the user can use the first data; an acquisition unit 13 that, if the user can use the first data, acquires the first data and use-rights information relating to use-rights for the first data; a data generation unit 14 that uses the acquired first data to generate second data; a use-rights generation unit 15 that generates use-rights for the second data, including the use-rights for the first data; and a storage unit 16 that stores the second data in association with use-rights information relating to the use-rights for the second data.
