A data transmission device, system and method are provided by the present invention. Wherein, the data transmission device includes: the first exchange unit is used for extracting N slots data within 2N slots exchange data from the other data transmission device and transmitting it as the second downstream exchange data; the downstream processing unit is used for receiving the second downstream exchange data transmitted by the first exchange unit, extracting N slots data within 2N slots downstream data from the optical port to be the first downstream data, combining the first downstream data with the second downstream exchange data and then transmitting it to the service board; wherein, N is the integer. Through the invention, cross particle can be reduced and cross capacity can be expanded.
