The invention relates to the field of communications. Provided in an embodiment of the present invention are a data transmission method, apparatus and device. The method comprises: performing, by a terminal, encryption and integrity protection on a data packet by using a public key of a network device and a private key of the terminal, respectively, the data packet comprising user data; and sending, by the terminal, the data packet to the network device, so as to send the user data to a server by means of the network device. In the present invention, the public key of the network device and the private key of the terminal are used to perform the encryption and the integrity protection on the data packet, respectively, and the data packet is sent to the network device without establishment of a radio resource control (RRC) connection, so as to send the user data to the server by means of the network device. During the data transmission process, an asymmetrical encryption technique is directly used to perform the encryption and the integrity protection on the user data without needing to perform operations such as security authentication and key agreement with an AAA server. The data transmission process is simple and ensures security of the transmitted data.
