Provided are a data transmission method and apparatus. The method comprises: an access network device acquiring a waiting time duration corresponding to up-link data of the number of first sub-frames transmitted by a terminal, wherein the number of first sub-frames is the number of sub-frames with the maximum scheduling efficiency within a pre-set value range of the number of sub-frames when the access network device schedules the terminal to transmit the up-link data; and the waiting time duration is the time duration from the time of conversion into a monitoring state to the time that an up-link authorization instruction is monitored after the terminal transmits the up-link data; if the waiting time duration corresponding to the up-link data of the number of first sub-frames transmitted by the terminal is greater than a threshold value, the access network device determining, within the pre-set value range of the number of sub-frames, the number of second sub-frames enabling the waiting time duration corresponding to the up-link data transmitted by the terminal to be less than or equal to the threshold value; and the access network device sending a first up-link authorization command to the terminal, and the first up-link authorization command instructing the terminal to send the up-link data of the number of the second sub-frames.
