A data transmission method, a communication device, and a network device. The method comprises: receiving first indication information, the first indication information being used for indicating a transport block size (TBS) threshold; receiving second indication information from a network device, the second indication information being used for indicating the number N of candidate TBSs; obtaining a first TBS set, the number of the elements in the first TBS set being equal to the number N of the candidate TBSs, and the maximum TBS in the first TBS being less than or equal to the TBS threshold indicated by the first indication information; selecting from the first TBS set a target TBS for transmitting first data, wherein the target TBS is the minimum TBS, in the first TBS set, greater than or equal to the TBS required by the first data; and transmitting the first data to the network device according to the target TBS. Thus, in the process of early data transmission, the utilization efficiency of resources is improved.
