A first switching circuit (5) is connected between a direct current power supply (1) and a first winding wire (3a) of a transformer (3), and a second switching circuit (8) is connected between a second winding wire (3b) and a battery (2). When a battery is being charged, a control circuit (20) turns off an element of a second bridge circuit in the second switching circuit (8), and controls a phase shift quantity (θ1) of a first diagonal element, and a phase shift quantity (θ2) of a second diagonal element in the second bridge circuit with respect to a drive phase of a first reference element of a first bridge circuit in the first switching circuit (5). When the battery is being discharged, the control circuit turns off the element of the first bridge circuit, and controls a phase shift quantity (θ3) of the second diagonal element, and a phase shift quantity (θ4) of the first diagonal element with respect to a drive phase of a second reference element of the second bridge circuit.
