Provided are a DC power supply device and an air conditioner that are capable of protecting elements even when a power-supply voltage disturbance such as lightening surge occurs. A DC power supply device (1) is provided with: a bridge rectification circuit (10) in which bridge connection is made between rectification-side converter elements (Q3, Q4) and switching elements (Q1, Q2); a rector (L1) disposed between an AC power supply (Vs) and the bridge rectification circuit (10); a smoothing capacitor (C1) that is connected to the output side of the bridge rectification circuit (10) and smooths a voltage applied from the bridge rectification circuit (10); a zero cross determination unit (14) that determines a zero cross at which the polarity of the AC power supply (Vs) is switched between positive and negative; and a converter control unit (18) that executes a converter element protection operation for turning off the rectification-side converter elements (Q3, Q4) in the case where, after determination by the zero cross determination unit (14), a voltage opposite to the determined voltage has been detected.
