Provided is a deceleration clutch device for a washing machine, and a washing machine. The deceleration clutch device comprises: an input shaft (1); a brake wheel (17) internally provided with an open inner cavity; a brake wheel shaft (2) sleeved outside the input shaft (1), wherein an end of the brake wheel shaft is fixed at an open end of the brake wheel (17) in a covering manner; a gear train arranged in the inner cavity of the brake wheel (17); and a clutch mechanism used only for locking the brake wheel shaft (2) to enable the input shaft (1) to rotate independently or for releasing the brake wheel shaft (2) and connecting the brake wheel shaft (2) to the input shaft (1) to enable the input shaft (1) and the brake wheel (17) to rotate synchronously. According to the washing machine, the clutch mechanism locks the brake wheel shaft (2) or releases the brake wheel shaft (2) to achieve switching between independent rotation of the input shaft (1) and integral rotation of the input shaft (1) and the brake wheel (17). The clutch mechanism is simple in structure, rational in design and stable in mechanical structure performance, and the service life of the deceleration clutch device and the washing machine is thus prolonged.
