A decoding unit (111) executes an error correction encoding on each of data obtained by a block division. A pre-stage detection unit (112) detects an error in each data subjected to the error correction decoding by the decoding unit (111). If an error is detected by the pre-stage detection unit (112), a repetition control unit (113) causes the decoding unit (111) to repeat the error correction decoding. If no error is detected, the repetition control unit (113) outputs each of the data which has been subjected to the error correction decoding. A coupling unit (114) block-connects the respective data outputted by the repetition control unit (113). A post-stage detection unit (115) detects an error in the data block-connected by the coupling unit (114). If an error is detected by the post-stage detection unit (115), a re-repetition control unit (116) causes the decoding unit (111) to repeat the error correction decoding. If no error is detected, the re-repetition control unit (116) outputs the block-connected data outside.
