Disclosed is a decoration manufacturing device (1) for manufacturing a decoration provided with: a roughly ring-shaped core (83) formed by joining the ends of a stretchable cord-like object (46) that has a rubber-like elasticity; and a decoration body (83) disposed around the core, both ends of said decoration body being placed up against each other with the decoration body in an axially contracted state. The decoration manufacturing device (1) is provided with a long, rigid support (5) that can be inserted through the decoration body (83) and can lock the joining parts (47M and 47F) on both ends of the cord-like object (46) with said joining parts (47M and 47F) separated from each other.
