A battery degradation diagnosis device for diagnosing the degree of degradation from the actual operating history of a product without obtaining in advance the degradation constant relative to battery voltage and temperature through experimentation or the like. The device is composed of: a communication unit for collecting information pertaining to the state of a battery (current, voltage, temperature, SOC, and the like); an operating history storage unit for storing the battery state information; a characteristic measurement unit for measuring, from the battery state information, characteristics (internal resistance and full charge capacity) that change due to the degradation of the battery; a characteristic fluctuation model creation unit for creating a model of the relationship between the characteristics and the battery state on the basis of the data stored in the operating history storage unit; and a degraded battery diagnosis unit for diagnosing the degradation of the battery on the basis of the measurement values pertaining to the characteristics calculated on the basis of the model.
