A stacker (9) is capable of detachably attaching to both a deposit and withdrawal device (1) and a replenishment and collection device (100). In a state in which the stacker (9) holds bills between two tapes (96, 98), said stacker (9) stores and pays out said bills by wrapping said bills on or off a drum (88). The stacker can be shared as a stacker for bills of different sizes, and storage information about the number and denominations of bills stored internally is stored in memory (11). The stacker (9) is first replenished with bills in the replenishment and collection device (100), and storage information about the stored bills is stored in memory (11). After being detached from the replenishment and collection device (100), the stacker (9) is attached to the deposit and withdrawal device (1) and performs deposit and withdrawal processing. The memory (11) is updated with each unit of deposit and withdrawal processing. When deposit and withdrawal processing has completed and the stacker (9) is detached from the deposit and withdrawal device (1), the stacker is re-attached to the replenishment and collection device (100) and bills inside are collected. By this means, the stacker (9) can be used with all pecuniary denominations, and can replenish and collect bills in the deposit and withdrawal device in a short time.
