Provided are a development method and an image forming apparatus which can collect residual toner using a development roller while suppressing film formation on the surface of a photosensitive drum. The development method comprises: a step (S1) for supplying non-magnetic one-component negative charging toner from a housing 7 to a photosensitive drum 4 by means of a development roller 8; a step (S2) for transferring the toner on the surface of the photosensitive drum 4 to a sheet S by means of a transfer roller 9; a step (S4) for peeling off residual toner T adhering to the surface of the photosensitive drum 4 from the surface of the photosensitive drum 4 by means of a peeling roller 21 and attaching the peeled residual toner T to the surface of the photosensitive drum 4; a step (S5) for charging, by means of a charging roller 5, the surface of the photosensitive drum 4 to which the residual toner T adheres; and a step (S8) for collecting the residual toner T in the housing 7 by means of the development roller 8.
