With regard to navigation of a ship, an acquisition means (111) acquires reference data that indicate a navigation schedule to be used as a reference, actual data that indicate records in terms of navigation schedule and navigation conditions, fuel consumption amount data that indicate fuel consumption corresponding to various navigation conditions, and meteorological/hydrographic data that indicate meteorological/hydrographic conditions the ship has encountered when navigating in accordance with the reference data. A time difference data generation means (112) calculates a difference between a time indicated by the reference data and a time indicated by the actual data with regard to each incident of traveling between ports and mooring, etc. at a port. A reference fuel consumption amount calculation means (113) calculates a fuel consumption amount to be used as a reference with regard to each incident of traveling between ports on the basis of the reference data, meteorological/hydrographic data, and fuel consumption amount data. A fuel consumption amount difference data generation means (114) calculates a difference between a fuel consumption amount to be used as the reference and a fuel consumption amount indicated by the actual data with regard to each incident of traveling between ports.
