This device that is for controlling an electric motor and that performs voltage phase control is provided with: a dq-axis voltage generation unit that calculates a dq-axis voltage command value on the basis of a voltage phase command value and a voltage vector norm command value; a stabilization filter that is configured from a first through fourth filter determined on the basis of the propagation characteristics from an imposed voltage to an output current, and that eliminates the resonance characteristics of dq-axis current with respect to the dq-axis voltage command value; and a voltage imposition unit that imposes an AC voltage to the motor on the basis of the final dq-axis voltage command value. The stabilization filter generates a final d-axis voltage command value from the results of performing the processing of the first filter and second filter on a d-axis voltage command value and a q-axis voltage command value, and generates a final q-axis voltage command value from the results of performing the processing of the third filter and fourth filter on the d-axis voltage command value and the q-axis voltage command value.
