Provided is a device for controlling valve opening and closing timing, the device being configured so that a flow passage to an ignition advance chamber and a flow passage to an ignition delay chamber are appropriately closed. A device for controlling valve opening and closing timing is provided with: an ignition advance chamber and an ignition delay chamber, which are defined and formed between a drive-side rotating body and a driven-side rotating body; and a control valve which switches between the supply and discharge of operating fluid to and from the ignition advance chamber or the ignition delay chamber. An end of a camshaft is passed through a plate of the drive-side rotating body and inserted into and integrated with a recess in the driven-side rotating body. An end surface of the camshaft is in close contact with the bottom surface of the recess, and an ignition advance flow passage connecting to the ignition advance chamber and an ignition delay flow passage connecting to the ignition delay chamber are closed. The dimension of the gap between the outer peripheral surface of the camshaft and the plate is less than the dimension of the gap between the outer peripheral surface of the camshaft and the inner peripheral surface of the recess.
