A device (10) for counting paper sheets or the like is provided with a discriminating and counting section (24) for counting paper sheets or the like, a stack section (26) in which the paper sheets or the like counted by the discriminating and counting section (24) are stacked and which has an opening in the front face thereof, a rotary guide member (28) mounted to the stack section (26) and stacking in the stack section (26) the paper sheets or the like counted by the discriminating and counting section (24), a shutter (40) for closing the opening in the front face of the stack section (26), a shutter driving section (50) for driving the shutter (40) so as to open and close the opening in the front face of the stack section (26), and a control section (70) for controlling the shutter driving section (50).
