In the present invention, a device for manufacturing a roll for an angled layer is provided with an unspooling mechanism that unspools a material sheet from a material roll in a first direction, a cutting mechanism that cuts the unspooled material sheet in a second direction that differs from the first direction, a spooling mechanism that spools a plurality of cut substrates so that the substrates are lined up in the second direction, and a peeling mechanism. The material sheet is provided with a first support sheet and a unidirectional (UD) material that is supported on the first support sheet. The peeling mechanism is provided with a peeling roll that peels the first support sheet from each of the plurality of cut substrates. The peeling roll is configured so as to convey the cut substrates from which the first support sheet has been peeled over the spooling mechanism.
