A device and a method for bending a pipe material, wherein when an outer pipe (Po) is bent, the shape of the groove (m) of a pressing die (6) disposed immediately before a part to be bent which is positioned far from the part to be bent is formed in a semi-circular shape with a diameter matching the diameter of the outer pipe (Po) before bending and the shape of the groove (m) disposed near the bent part is formed in a convergent semi-elliptic shape, whereby, before bending, the cross sectional shape of the outer pipe (Po) is deformed in a generally elliptic shape so that the outer side thereof before bending is formed convergent and that the cross sectional shape thereof becomes generally circular after the bending is completed.
