Disclosed is a method for decoding motion information according to an embodiment comprising the steps of: acquiring from a bitstream change information indicating whether or not there is a change in motion information of neighboring blocks; if the change information indicates a change in the motion information, determining a prediction direction of a current block by changing a prediction direction of the neighboring blocks; if the prediction direction of the neighboring blocks is a first one-way direction and the prediction direction of the current block is a second one-way direction or two-way direction, selecting a reference picture of the current block from a second reference picture list in accordance with the distance between reference pictures of the neighboring blocks comprised in a first reference picture list and a current picture; acquiring a motion vector of the current block by applying a differential motion vector to a motion vector scaled from a motion vector of the neighboring blocks; and reconstructing the current block by means of a reference block indicated by the motion vector of the current block within the reference picture of the current block.
