A device and method for preparing a sandy soil sample using a water method. The device comprises a sample distribution cylinder and a three-axis sample preparation device (11). The sample distribution cylinder comprises a cylindrical barrel (1). An upper sealing cover (2) and a lower sealing cover (3) are sealably arranged on both ends of the cylindrical barrel (1), respectively . Water permeable stones (4) are arranged on one end of the upper sealing cover (2) and the lower sealing cover (3) facing the interior of the cylindrical barrel (1). One end of the upper sealing cover (2) facing the exterior of the cylindrical barrel (1) is connected to a control valve (5). The control valve (5) is communicated with the interior of the cylindrical barrel (1). When a sandy soil sample is prepared using a water method, the sample distribution cylinder is arranged in the three-axis sample preparation device (11). A test operation table (12) is provided on a lower end of the three-axis sample preparation device (11). A constraint ring (13) is nested on an upper end of the three-axis sample preparation device (11). A saturated sandy soil test sample having uniform density can be obtained.
