Provided is a device for opening and closing a curtain, using a reduced number of parts, lightweight, highly safe and durable, requiring less mounting space, having improved aesthetic appearance, and capable of being freely mounted along a curved surface. Also provided is a vehicle having mounted thereto the device for opening and closing a curtain. A device for opening and closing a curtain, comprising: a movable member (130) capable of moving inside a helical long coiled member (111); a rail member (110) in which the long coiled member (111) is rotatably fitted with play and which has a slit (112) continuing in the longitudinal direction; and a rotationally driving section (120) affixed to one end of the rail member (110) and rotationally driving the long coiled member (111). The movable member (130) is inserted inside the long coiled member (111) so as to be movable in the longitudinal direction.
