Abstract:
[Problem] This invention addresses, as countermeasures for flood damage, such as tsunamis and floods, the problems of: establishing a method of evacuation, rescue, and lifesaving; preventing damage to structures; and making it less difficult to install disaster related facilities. [Solution] An evacuation facility is formed and flood victims caught in a water current can be rescued or saved by way of a device with a structure that forms a shape such as a staircase that rises in the predicted direction of a water current caused by flooding, such as tsunamis and floods, and that, while submerged due to the water current, allows the water current to pass through and does not allow the bodies of stranded flood victims to pass through and lifts same to the water surface using the upward reactive force. In terms of preventing damage to structures, damage to the structure can be prevented by causing the portion to be supported to fall down while submerged due to the water current by way of a support structure using a connection portion such as a slider or the like. In terms of making it less difficult to install disaster related facilities, installation is easy because the upper portion can be used for other applications during normal times by way of a frame that is stored in a collapsed state during normal times and erected while submerged due to the water current.
