Abstract:
The present invention provides a diagnostic device (60) having a diagnostic unit (61) that diagnoses a health of a power storage device on the basis of an item value that is a difference between an open-circuit voltage and a reference value wherein the open-circuit potential of a negative electrode of the power storage device is subtracted from the open-circuit potential of a positive electrode of the power storage device.
