A dialog management server comprising: a recording unit (11) for recording, as document information, a document that has been converted on the basis of data of a document having a hierarchical structure, said document having a structured format in which each piece of text data contained in a prescribed item is associated with information capable of specifying one or more levels leading to the item and with a heading for the one or more levels leading to the item; a reception unit (19) for receiving an input of a question from a user; and an answer generation unit (27) for matching a question that has been input and the text data contained in each item of the recorded document information, extracting a plurality of items related to the question, generating answer output information including the one or more levels leading to each extracted item, and the headings therefor, and returning the answer output information to the user as an answer to the question. Thus, the work of an organization can be made more efficient, user convenience can be improved, and a manual or the like can be effectively utilized.
