Disclosed are a diaphragmatic movement assistance device (10) and a diaphragmatic movement assistance system. The diaphragmatic movement assistance device (10) comprises an isolation layer (2), and a first driving layer (1) and a second driving layer (3) arranged on two opposite surfaces of the isolation layer (2) in a stacked manner, wherein the first driving layer (1), the second driving layer (3) and the isolation layer (2) are connected together to form a three-layer structural body; the first driving layer (1), the second driving layer (3) and the isolation layer (2) are all elastomers; and the first driving layer (1) and the second driving layer (3) are both internally provided with accommodating cavities for accommodating fluid, and are used for achieving anisotropic deformation along with a change in the pressure of the fluid in the accommodating cavities. The diaphragmatic movement assistance device (10) provides a breathing assistance scheme for a patient, realizes assistance with or replacement of a diaphragmatic movement function of a human body, helps the patient breathe freely, and can provide exercise rehabilitation support for patients with diaphragm atrophy by means of passive assistance with diaphragmatic movement.
