The present disclosure belongs to the technical field of display, and provides a display substrate and a display device, which can solve the technical problem in the related technology in which a fan-out line must be arranged in a peripheral region, and a larger frame must be occupied. The display substrate of the present disclosure has a display region, and the display substrate comprises: a base, as well as a plurality of gate lines and a plurality of data lines that are located on the base. The plurality of gate lines and the plurality of data lines are intersectingly provided so as to define a plurality of pixel regions, and one pixel unit is provided in each pixel region. Each pixel unit comprises a thin film transistor and a light-emitting device that are located in the display region. The display substrate further comprises a plurality of fan-out lines located in the display region. Each fan-out line among the plurality of fan-out lines is electrically connected to a data line corresponding thereto, and is located in a different layer from the data lines and the gate lines.
