A display substrate and method for manufacturing same, and a display panel. The display substrate comprises: a first substrate (110), the first substrate (110) comprising a plurality of pixel units, each pixel unit at least comprising a first sub-pixel unit, a second sub-pixel unit, and a third sub-pixel unit; and a dielectric film laminate (100) provided on the first substrate (110), the dielectric film laminate at least covering the first sub-pixel units and the second sub-pixel units, the dielectric film laminate (100) being configured to diminish blue light that passes through the dielectric film laminate (100) and is within a first wavelength range, the dielectric film laminate (100) comprising at least one first dielectric film (101) and at least one second dielectric film (102) that are alternately laminated, the refractive index of the first dielectric film (101) being larger than that of the second dielectric film (102). By alternately configuring films having different refractive indexes in the dielectric film laminate (100) to interfere with incident light, blue light having a first center wavelength or having a wavelength approximate to the first center wavelength can be diminished or weakened, such that the blue light that passes through the dielectric film laminate (100) can be diminished or weakened.
