A door opening and closing device, comprising: a driving mechanism (100), a linkage gear (300), a clutch (200) and a door rotating mechanism (400), wherein the linkage gear (300) is rotatably arranged on a base (900), the clutch (200) is arranged between the driving mechanism (100) and the linkage gear (300), and is configured to be selectively connected to the driving mechanism (100) and the linkage gear (300) in a transmission manner, one end of the door rotating mechanism (400) is connected to the linkage gear (300), and the other end thereof is connected to a door body (13); and a door abutting mechanism (500), which is connected to the linkage gear (300) and is configured to abut against the door body (13). Further provided is an electrical appliance having the door opening and closing device. By means of the door opening and closing device, the technical problems that a door of the electrical appliance is difficult to open and close and the use thereof is inconvenient can at least be solved to a certain extent.
