Provided are a double-deck train carriage and a train. The double-deck train carriage comprises a carriage space enclosed by a top frame (201), a side wall (202), a bottom frame (203) and end walls (204). The carriage space comprises a passenger space and a passage space (208). In a passenger area, the passenger space is divided by a floor structure (205) into an upper passenger space (206) and a lower passenger space (207). An air supply system (209) is arranged in the carriage, and comprises an air conditioning unit (210) and an air supply duct (211) used for transferring flowing air output by the air conditioning unit (210) to the passenger space. The air conditioning unit (210) is arranged at the top of the passage space (208). The air supply duct (211) is arranged on at least one side, along the train traveling direction, at the top of the upper passenger space (206) and/or the top of the lower passenger space (207). By means of the present invention, the air supply system (209) can be rationally arranged in a space of the double-deck train with a compact structure, such that a simple structure and a small space occupation are ensured, while the requirements of the air supply amount for an upper layer, lower layer and middle layer of a double-deck passenger train are satisfied, thereby achieving a comfort requirement of a traveler.
